Action and contemplation are two sides of the same coin. Without contemplation, no road is paved for. Rather to put in simple terms when there is contemplation only then it leads to some action. Only contemplating an idea and putting no efforts to materialize it without putting ones labour, be it logical or physical does not put the idea into action and it only remain a mere idea. Similarly if scientists who had found the presence of water on moon had not made effort to send any astronaut to find out the reality but only sit and discuss about its possibility at their work place would not have let to any conclusion. Another apt example to explain the proverb would be of a doctor or a teacher. If only one man sits and desires of becoming a doctor without even studying at his minimum, he can obviously not pass his examination in any case and thus his dream of becoming a doctor would always remain contemplation but not put into action.
