The Indian Institute of Legal Studies, Cooch Behar proposes to organise a Social Outreach and Experiential Learning Programme for the students of B.A. LL.B. (Hons.), 10th Semester on the theme “Private International Law in the Context of Customs Administration” at the Jaigaon Land Customs Station (LCS), Alipurduar, West Bengal, in alignment with the Bar Council of India Legal Education Rules, 2008 (as amended) and the prescribed university syllabus. The programme aims to integrate theoretical concepts of Private International Law (Conflict of Laws) with practical exposure to customs administration and cross-border trade, particularly at an important Indo-Bhutan transit point. Students will gain insights into the application of key legal frameworks such as the Customs Act, 1962, the Foreign Trade (Development and Regulation) Act, 1992, the Foreign Exchange Management Act, 1999 (FEMA), and India’s obligations under WTO Agreements, while understanding how conflicts between legal systems are addressed in real administrative and quasi-judicial settings. The initiative seeks to bridge the gap between theory and practice by enabling observation of customs procedures, adjudicatory powers, and regulatory compliance mechanisms, thereby strengthening knowledge of jurisdiction, application and exclusion of foreign law, foreign judgments, characterisation, renvoi, nationality, domicile, and the relationship between municipal and international law. Through institutional visits, interactions with customs officials, and case-based discussions, the programme is designed to promote clinical legal education, enhance analytical and practical skills in handling cross-border legal issues, and equip students for professional engagement in international trade and regulatory law, ultimately fulfilling the objectives of experiential learning mandated by the BCI.
