Hostel and Food :
Our Institute is providing hostel facility to the male and female students. The Boys’ Hostel has around 60 seats capacity in total and the Girls’ Hostel has around 40 seats capacity in total. Food and Lodging is arranged at affordable cost in the Hostel. In the month of June/July, generally the admission in the Law College Hostels is made. The food being served at the hostel is prepared from products locally procured in a hygienic, sanitized, clean and modern kitchen. Special care is taken to see that the food prepared is not excess in oil, fat etc but rather the food consumed by inmates shall contribute towards the general, mental and physical well-being of the inmates. On call medical facility in IILS hostel is available on payment. There are separate hostels for male and female students with each being supervised by male and female wardens respectively. The following are the addresses of the male and female hostels for inspection by the inmates/students intending to be a part of it.

IILS Hostel (Discipline and Conduct) Rules, 2010

 

i. Preliminary
1. Nomenclature, extent and Commencement :
  • (i) These rules shall be called the Indian Institute of Legal Studies (Discipline and Conduct) Rules.
  • (ii) They shall apply to all students residing in the hostels situated within or outside the campus of the Indian Institute of Legal Studies as on the date of commencement of these rules.
  • (iii) These rules shall come into force from 01-06-2010.
2. Definitions:
  • a) “The Board of Residence and Discipline” means the body appointed by the Governing Body of Indian Institute of Legal Studies for the purposes of dealing with matters regarding the hostels.
  • b) “Grounding” means to be restricted from going out of the hostel premises between 6 p.m. of the day of grounding and 5:00 a.m. of the following day.
  • c) “Night Out” means staying out of the hostel of the Indian Institute of Legal Studies overnight with the authorization prescribed from the relevant authorities.
  • d) “Students” mean any registered student of the Indian Institute of Legal Studies.
  • e) “College” means the Indian Institute of Legal Studies.
II. Authorities

3. “Authorities exercising jurisdiction on matters pertaining to hostel discipline and conduct: The Board of Residence and Discipline”.

Rules relating to the Board of Residence and Discipline

These Rules are made in pursuance of the First Ordinances of N.B.U called “Ordinances relating to Residence and Discipline of students.

  • 1. The Boys Hostel and the Girls Hostel of the Indian Institute of Legal Studies (hereinafter called IILS) shall be managed by the Board of Residence and Discipline (hereinafter called Board).
  • 2. The Board of Residence and Discipline shall remain under supervision and control of the Governing Body (hereinafter called G.B.) of IILS.
  • 3. The Board of Residence and Discipline shall comprise the following members :
    • a. Principal, IILS.
    • b. One member of G.B., IILS to be nominated by the G.B for a period of two years.
    • c. Superintendant/Warden, Boys Hostel, IILS.
    • d. Superintendant/Warden, Girls Hostel, IILS.
  • 4. The Board of Residence and Discipline has the primary responsibility of ensuring discipline and proper conduct in the hostels. It is competent to exercise powers as prescribed in these rules.
  • 5. The Wardens appointed by the College are competent to deal with all matters pertaining to discipline and conduct of the hostels, of which they have been appointed as Wardens. They are empowered to exercise powers as prescribed in these rules and other relevant rules of the College. The wardens are competent to deal with the above said matters and exercise the above said powers with regard to all students residing in the hostels.
  • 6. The Warden-In-Charge appointed by the College is competent to exercise powers as prescribed in these rules and other rules and regulations of the College, with regard to all students and hostels.
  • 7. The Principal of the College is the Chief Warden of the hostels. The Chief Warden is the highest amongst the authorities mentioned in sub rules (v) and (vi) above. Of the authorities mentioned in these rules, the Chief Warden has the final say in all matters pertaining to discipline and conduct of the hostels.
  • 8. The Chief Warden shall be the convener of the Board for a period of two years from its first meeting.
  • 9. All questions of discipline in a Hostel of IILS shall be decided by the Board and recommended to the G.B. for final decision.
  • 10. A Boarder against whom disciplinary measures have been taken on recommendation of the Board, for breach of discipline shall have no right of appeal to any other authority against the said orders.
  • 11. A student expelled from the Hostel shall not be re-admitted in the Hostel subsequently.
  • 12. The rules of discipline made by the Board shall be displayed prominently in the Hostels for information of the boarders. The rules are marked Annexure -I and Annexure-II.
  • 13. The Superintendant of a Hostel shall maintain a Register of the boarders in which shall be entered names, permanent address of the boarders with contact nos. and of their parents or guardians with contact nos. and such other particulars as may be laid down by the Board.

4. Procedure & eligibility for The Board of Residence and Discipline meetings

  • 1. The Board of Residence and Discipline shall meet fortnightly except in the cases where there are special reasons for not doing so.
  • 2. All decisions of the Board of Residence and Discipline are to be reached by a formal vote, and are to be duly recorded.
  • 3. Every proceeding or decision of the Board shall be maintained in writing, and may be examined by any resident of the Hostels with permission of the Convener or Co-convener.
  • 4. If a breach of Hostel Rules is brought to the notice of the Board of Residence and Discipline, the Convener shall, after a preliminary investigation by the concerned Board members,
    • a. Hold a meeting of the entire Board if the breach concerns all the Hostels,
    • b. Hold a meeting of The Board of Residence and Discipline members of the concerned Hostel, if the breach concerns only one of the Hostels.
    • c. If the commission of the breach is in dispute, the affected persons shall be called and heard individually in the presence of all the Board of Residence and Discipline members available.
    • d. Any final decision on such dispute has to be reached only through consensus or a vote if such consensus is lacking.
    • e. The minimum strength of the Board of Residence and Discipline for the purposes of a vote has to be half of the total number of the Board of Residence and Discipline members.
5. Periodic Reports -
  • i. The Board of Residence and Discipline shall report to the Wardens of the hostels at regular intervals and keep them appraised of events, violation of rules and action taken with regard to matters within their jurisdiction and otherwise.
  • ii. The Wardens shall, at regular intervals, report to the Warden-In-Charge and keep the Warden-In-Charge informed of matters pertaining to the Hostels.
  • iii. The Wardens-In-Charge shall keep the Chief Warden appraised of matters pertaining to the hostels.
6. Jurisdiction-
  • i. The Board of Residence and Discipline shall have jurisdiction over all minor offences as prescribed in these rules and is empowered to administer the punishments and penalties prescribed for the same.
  • ii. The Wardens and the Warden-In-Charge shall have jurisdiction over all major offences as prescribed in these rules and also over all cases of minor offences which they have themselves taken cognizance of, or which have been referred to them by the Board of Residence and Discipline.
  • iii. The Chief Warden shall have jurisdiction with regard to all minor and major offences reported or referred to its office and those of which cognizance has been taken by the office of the Chief Warden itself.
III. - Minor Offences
7. Violation of Hostel Timings-:
  • 1. The Students must return to their respective hostel:
    • i. For Boys Hostel – By 8 P.M.
    • ii. For Girls Hostel – By 7 P.M
  • 2. Any student, who fails to enter the Hostel premises within the prescribed hostel timings, has committed an offence under this rule.

Provided, that no student who has been authorized by the Wardens or any authority superior to them, on application, to enter the hostel premises after the prescribed timings shall be considered to have committed an offence under this rule, if the said student enters the hostel premises within the time authorized in the application.

8. Punishment for violation of hostel timings-
  • 1. Any student who enters the hostel premises after 11:00 p.m. but before 11:45 p.m. of the same day shall be grounded for a period of one day.
  • 2. Any student who enters the hostel premises after 11:45 p.m. but before 12:45 a.m. (of the following day) shall be grounded for a period of 3 days.
  • 3. Any student who enters the hostel premises after 12:45 a.m. but before 5:00 a.m. of the same day shall be grounded for a period of 5 days.
  • 4. Any student who has been authorized under the proviso to rule 7 and who fails to return within the authorized time in the application shall be grounded for a period of 5 days.
  • 5. Any student who commits an offence under Rule 7 for the second time shall be grounded for a period which is double the period prescribed in the relevant sub rule.
  • 6. Any student who persistently commits an offence under rule 7 shall be punished with grounding for a prolonged period which may extend to suspension from the hostels for a period of one semester.
9. Absenteeism -

Any student who fails to enter the hostel premises before 5:00 a.m. of the following day, without the prescribed authorization for a night-out, has committed the offences of absenteeism.

10. Punishment for Absenteeism -

Any student who has committed the offence of absenteeism shall be punishable with grounding for a period 7 days along with cancellation of night outs for the next 30 days.

11. Misbehaviour -

Any student who misbehaves with fellow students, other residents of the hostel or with any person working in the hostels including the security staff, mess staff, cleaners and others, shall be punished with seven days of grounding along with a fine of Rs. 1000/- (Rupees One Thousand) only.

12. Nuisance -

Any student who causes nuisance to other residents of the hostel in any manner shall be fined a sum of Rs. 500/- (Rupees Five Hundred) only.

Illustration

A student playing loud music, bursting fire crackers, behaving in an unruly manner or littering the hostel premises whereby causing difficulties to fellow residents, is said to be causing nuisance to them.

13. Changing of rooms without permission :

Any student who shifts from the room allotted to him / her by the Wardens and occupies a different room in the hostels shall be punishable with grounding for 7 days and a fine of Rs. 1000/- (Rupees One Thousand) only which may extend upto Rs. 3000/- (Rupees Three Thousand) only.

14. Power of Pardon :

The Chief Warden may pardon any student guilty of violation of hostel timings or absenteeism if he is of the opinion that the student was guilty of such violation due to extraordinary circumstances which were unavoidable.

IV- Major offences
15. Consumption and possession of tobacco or alcohol-
  • 1. Any student found consuming alcohol or smoking tobacco or found to be in the possession of any of the two, within the College hostel premises shall be punishable with grounding for 7 days and a fine which may extend upto Rs. 3000/-(Rupees Three Thousand) only.

Explanation: If alcohol or cigars, cigarettes, beedis or any other substance which consists of tobacco in a form which can be smoked is found in the room of a student, then such student shall be deemed to be in possession of such substance.

  • 1. Any student, who has been punished once under sub rule (1) above, and found punishable under the same for a second time shall be punishable with grounding for 14 days and a fine which may extend up to Rs. 7,000/- 9Rupees Seven Thousand) only.
  • 2. Any student who violates rule 1 for the third time or more shall be suspended with immediate effect pending enquiry and shall be liable to be expelled from the hostels.
16. Substance Abuse:-

Any student found using substances, apart from tobacco and alcohol, which are known to have intoxicating effect, for any purpose other than medicinal ones, shall be punished with grounding for a period of 14 days along with a minimum fine of Rs. 5000/- (Rupees Five Thousand) only which may extend up to Rs. 10,000/- (Rupees Ten Thousand) only.

Explanation:-

To prove the fact of medicinal purpose the concerned student shall produce relevant documentary and other evidence and shall present himself / herself for medical examination by the College doctors as and when required.

17. Consumption and possession of narcotic substances -

Any student found to be consuming any narcotic substance or being in possession of any such substance shall be suspended from the hostels pending enquiry and shall be liable to be expelled from the hostels. The matter shall also be reported to the guardian of the student and the concerned authorities under the relevant legislations governing such acts.

18. Ragging :-

Ragging is strictly prohibited in the College. In terms of the Regulations on Curbing the Menace of Ragging in Higher Education Institute ions, 2009 and pursuant to the judgment delivered by the Hon’ble Supreme Court of India, as Anti Ragging Committee has been constituted by the college and Anti Ragging squad shall keep strict vigil over the matter under the direct supervision of Principal and further Warden for the hostel (both Male & Female) is appointed to see that any sorts of Ragging is not practiced in and around the Hostel premises. If any incident takes place, then the committee as referred hereinabove shall deal the matter strictly in light of the observation as made in the said judgment, so, students are advised not to do such activities. Any student found to be engaging in the act of ragging shall be suspended with immediate effect pending enquiry and shall be punishable with suspension from the hostels for a minimum period of one semester and may extend up to expulsion from the hostels. In the case of a finding of guilt the guilt the guardian of the student shall be informed of the incident.

19. Damage to College hostel property :-

Any student who causes damage to or destroy any property of the College in the hostel or any property of the hostels shall be liable to make good for the loss caused by such damage and shall be liable to punished with grounding for a period extending upto 7 days or with suspension from the hostels for a period which may extend up to 6 months and which may be in addition to and subsequent to the punishment of grounding.

20. Entering other hostels without permission :-
  • 1. Any student, who is not a resident of the girl hostel with the exception of female students, found to be entering the premises of the girls hostel without the permission of the Wardens shall be punished with grounding for a period of 7 days which may be extended upto a period one month.
  • 2. Any student, who is not a resident of the boy hostel with the exception of male students, fond to be entering the premises of the boy hostel without the permission of the Wardens shall be punished with grounding for a period of 7 days.
V. - Search and Seizure
21. Powers of search and seizure :-

  • 1. The Chief Warden, the Warden-in-Charge and the Wardens have the right to search the rooms of any resident of the hostels and seize goods, materials and substances the possession of which are illegal or amount to an offence under the provisions of these rule. No prior intimation is required for search and seizure.

  • Provided that in case of a search conducted in the boys hostel, a male member of the disciplinary committee or any male authority under these rules shall be present during the search and in cases of a search conducted in the girls hostel a female member of the disciplinary committee or any female authority under these rules shall be present during the search.

    • 2. In case of any action of search and seizure by the disciplinary committee, the Wardens shall be informed of the same preferably, prior to the action, or in any case immediately after the action is taken.
    22. Raids and Inspection by the Disciplinary Committee:
    • 1. A raid may be conducted by at least two or more members of the Disciplinary Committee with or without prior notification to the residents, but with prior permission from the Warden.
    • 2. For the purpose of effectiveness of raids, the Disciplinary Committee has full discretion to check rooms at random and not necessarily uniformly.
    • 3. Records of every raid shall be kept with a designated member of the Disciplinary Committee.
    • 4. During every raid a member of the General Body shall accompany the Disciplinary Committee for the purpose of impartiality.
    • 5. The Disciplinary Committee reserves the right to enter a resident’s room without his consent, provided he / she is present during the raid.
    • 6. No person’s room may be entered into by the Disciplinary Committee during a raid if found locked or latched, or in the absence of the resident. If telephonic consent is granted, the Disciplinary Committee may enter the room in the absence of a person sharing a neighboring room.
    • 7. No Disciplinary Committee member is authorized to conduct a raid on his/ her own without proper authorization.

    No Disciplinary Committee member shall conduct or be party to a raid or search for any purpose outside the jurisdiction of the Disciplinary Committee. If the contrary is reported or complained of, a show-cause shall be asked to be submitted by the concerned member.

    V-Miscellaneous
    23. Visitors -

    No unauthorized visitors shall be permitted inside the hostels. Visitors shall take permission from the respective Wardens.

    24.

    In case of any damage of the properties of the hostel, the Board of Residence and Discipline shall be authorized to cause an enquiry into such damages. The Board shall also be authorized to seek assistance of expert to assess the extent of damages and cost there of".

    Rules of discipline of the IILS Boys Hostel
    • 1. Allotment of seats in the hostel shall be made as per the policy of the Indian Institute of Legal Studies. If a student does not avail the offered seat within the stipulated period, shall forfeit any claim for the hostel accommodation. A student, who once reserves his seat by paying the prescribed fee, shall not be eligible for refund in the case chooses not to stay in the hostel.
    • 2. Every boarder must enter in the Hostel within 8 p.m. unauthorized absence shall attract penal measures and shall be dealt with firmly and promptly. Further, the Hostel authority shall not be responsible if any incident happens to the boarder during such unauthorized absence.
    • 3. Every boarder who has to go outside the Hostel shall enter his name, signature, date and time of departure and arrival in the Register.
    • 4. Every boarder shall obtain prior permission from the Superintendant or in his absence, by the Principal in case of absence from the Hostel during night provided application for such permission is countersigned by the local guardian / referee.
    • 5. Every boarder shall behave properly with fellow boarders and students or with any person working in the Hostel including security staff, mess staff, cleaners and others.
    • 6. Smoking and chewing tobacco, consumption of alcoholic liquor and narcotic substances are strictly prohibited.
    • 7. Boarders shall not cause damage or breakage or destruction of any asset of the Hostel.
    • 8. In case of any damage or breakage or destruction of any asset or property of the Hostel, the total cost of such damage or breakage or destruction shall be assessed by a competent official of IILS. The matter shall be referred to the Board for recovery of the loss from the boarder(s) as penalty. The boarder or boarders, as the case may be shall be liable to compensate the loss by paying the amount as may be determined by the Board.
    • 9. "The caution deposit of students shall be deducted @ flat 20% in each academic session and the same shall be adjusted against the caution deposit payable at the time of admission in each academic session".
    • 10. The boarders shall be solely responsible for their personal belongings. The college authority shall not be responsible for any theft or loss of the same.
    • 11. Every boarder is to bring his pillow, blanket, water bucket and mug.
    • 12. Every boarder shall be responsible for the furniture, fixtures and equipments provided in the room. Boarders are not permitted to remove the furniture and fixtures from the room.
    • 13. The boarders are expected to maintain their rooms, bathrooms and corridors neat and clean. They must not write on doors and walls of the hostel. They must switch off the lights and fans when leaving the room and take carte to close the taps to avoid any undue water wastage.
    • 14. The boarders are prohibited from using articles like heaters, iron, stove, etc. if these articles are found in the room, these will be confiscated and fine shall be imposed for violation of rules.
    • 15. "In case of illness, the boarder should inform the Superintendent about the illness. In case of any medical emergency, the boarder can contact Neotia Getwell Hospital @ 0353-3053030/ 30531115, Mob.-9051108777.
    • 16. The boarders should switch off the lights of the room at 10:00 p.m. sharp.
    • 17. A student who is not a boarder is strictly prohibited from entering inside the Hostel.
    • 18. No visitor shall be permitted inside the Hostel. Only bona-fide visitors shall be permitted by the Superintendant or in his absence, by the Principal to meet the boarder in the office room.
    • 19. Meals shall be provided at the IILS Canteen at fixed hours, namely, Breakfast: 7-9 am / Lunch: 12 noon-2 pm / Dinner: 8-9 pm. The boarders must have their own utensils for food and daily use.
    • 20. A border must not play loud music in any way inside the Hostel.
    • 21. Any boarder found to be engaging in ragging shall be suspended immediately pending enquiry and further action as per prescribed guidelines.
    • 22. In case 1of violation of these Rules, the Board of Residence and Discipline shall take appropriate penal measures.
